An Institutional Perspective on Regional Cooperation in Municipal Solid Waste Management

چکیده

This paper identifies instituional arrangmenets and characteristics which either facilitate or impede regional cooperation in municipal solid waste management. The research draws upon an examination of five solid waste regions formed in Tennessee in 1992 in response to state legislation requiring development of comprehensive solid waste management plans. Characteristics and institutional arrangements are found to impact region formation decisions and resulting managment of solid waste through their contribution to potential average operational cost savings, transaction costs, political risk, autonomy risk, or binding constraints.
